Bernard Loum joined the CEED Uganda team in 2016. He holds a bachelors degree in Social Work and Social Administration from Makerere University and is currently pursuing a Master’s degree course in Governance and Ethics from Gulu University. He attended a specialization course on Election Observation from the Austrian Study Center for Peace and Conflict Resolution in Austria and is an accredited election observer with CCEDU.
Previously, he worked with the Agency for Cooperation and Research in Development (ACORD) for over seven years as Program Officer in charge of Governance, Elections and Transitional Justice. For a number of years, he also coordinated and implemented various programs and projects aimed at promoting social justice and development in the post-war northern Uganda. He has vast experience in Non Governmental Organization work in various sectors and has also worked with the Citizens Election Observers Network (CEON-U) as a Regional Coordinator for the northern region.
Bernard is eager and excited to join CEED Uganda: "I am very glad to join a team of highly experienced and knowledgeable staff at CEED. I pledge to work diligently with the team to achieve the vision and mission of CEED Uganda. The youth form the greatest percentage of the Ugandan population and so we need to engage them meaningfully and position them strategically at all levels of decision making, particularly on issues that matter to them. Together we can empower the young people to become the change agents in their communities for a better future."
